2 of my quests are bugged and I can't make any further progress. I've even uninstalled and reinstalled and it still doesn't work. 1) I have to salvage some ship wrecks on the sea bed below the ice city to get a passport, but I can't interact with them. There's a dot over the wrecks but it won't turn into the anchor symbol when i get close and won't let me dock. 2) I'm supposed to return to the ice drill site after defeating the pirates and there's just a hole in the map where the ice drill should be. I can just keep going up through the ceiling of the map and there's nothing there, I'm out of bounds.

These are the only quests I have and I'm assuming the passport quests opens up the next area or something. So I can't make any progress and I don't know what to do now.
