Maybe also note, you have to drag backwards. You place the exit to the lake first and then drag back to define where boats return to the station.
And, yes, it is just click and drag ...
The dock has a "front" (the way the arrow is pointing when you build it). You can only extend in one direction - to the "back" (the opposite way of the arrow). It took me ages to figure this out, because the direction arrows on the UI point in both directions <-->.
You ALSO need water spaces on either side (front and back) so the boats can go "out" on one side and "in" on the other.
Finally, you can't block the "in" and "out" sides with your entrance and exit paths, so sometimes this means raising them above the water so the boats can go under them.
