This is most probably a mod bug. You micro working well, people most likely hear you okay, it's just animation issue.

Thanks i forgot to mention that others do hear my mic having the same issue and call out to have me fix my mic but my mic worked perfect before recently and it works fine in other games too. reason i stated i think it could be network related as i googled searched similar and it was mentioned with no mention of how to fix.

Thanks again CrazyCat i think i got the fix on the discord. closing the loop on my recent issues:

The issue has been resolved by completely uninstalling the audio drivers AND by fully uninstalling NS2. I can't honestly say what truly fixed the issue as I had uninstalled the drivers prior to no resolution. Separately, you may want to check your microphone drivers as well. Check to see if there is an update, otherwise, uninstalling/reinstalling may work.

Personally reinstalling audio mic drivers and the game seems to have fixed the issue.
