Swapping Y and Z on the keyboard.

I'm german, so my keyboard has the Z and Y letter buttons in different places. It is uncomfortable when I play as commander and want to use the Y button short for structures. I tried setting the language to german, but nothing happens. Is there a way to get this fixed?

Yes. there is a little mod in the steam workshop that fix this.

Simple solution : go /steam/userdata/<steam id>/<ns2 id (4920 I think)>/remote.xml and replace <Q>Q</Q> by <Q>M</Q> for example

I don't have a remote.xml there. Just a Remote folder with an options.xml in there and a remotecache.vdf
Don't see "<Q>Q</Q>" in the options.xml either.

Haven't tried it myself, but this might work:
- In Windows go to "Systemsteuerung" -> "Zeit, Sprache und Region" -> "Sprache".
- Make sure you've got "Deutsch (Deutschland) and "English (United States)" installed.
- Start the game and once in the game hold down the Alt key and tap Shift once. This should switch your keyboard layout to the English one, essentially swapping Z and Y (along with some other keys). If you've got trouble writing text, use the same combination to toggle back and forth.
