I'm having the same issue as him.
It's not a bug, it's just a resolution issue: the hud is too close to the middle part (see screenshots below)

I've had to change my resolution to be able to change skins.

Edit: I'd like to add that the main menu also suffers from visibility issues:

My resolution is 1280x1024.

Agreed and confirmed. Same issue for me.. I got an old monitor.. 19 Inches and play in 1280/1024 and simply don't feel the need for a home Cinema with a monitor that has like 40 Inches.

I lack the space and I don't really want to spend cash on something I do not require.

For me I can't select anything near the shot gun category. Everything in the inner categories starting with Marine Armor skins to the right hand side starting with Skulk skins can't be selected. I tested out all resolutions I can't select anything in the inner categories. This apparently wasn't always the case. It worked for me many patches ago considering that I managed to select Kodiak Armor before.

Both outer categories for Marines & Aliens work fine and I can select what ever skin I desire.

Update: I tried the Resolution 720/420. And that finally allowed me to select the inner categories. Clearly something that needs fixing.

Please investigate.
