FPS Hardlocked To 71
-Vsync already turned off in both Driver and Game
-No FPs software lock running
-already try FPSMAX 300 in console

You may check out your driver config / options. Also do you use by any chance a multi monitor setup and use extended as well as duplicated screens (3 in total)

No im only using a 21:9 monitor and Vertical Sync Is Off in Nvidia Control Panel weird is that Subnautica is going above 71 but NS2 is not

The console command might not be fpsmax?
Cannot look it up right now, but check that you get a response in console for that new value.
