How to start listen server that's joinable online?

i've forwarded the right ports (27015-27016) and friends have tried the command "connect <ip>"

is it possible to have a listen server be joinable online or am I forced to use a dedicated server or vpn like Radmin/Hamachi?

If the issue is still important i recommmend going ns2 public discord, there are enough people active with experience and help you to troubleshoot this...
