If not, you have to include as well training cost to learn japanese.
I mean come on, even if the game had really nice 3D graphics of this day and age while maintaining its depth and complexity, it barely would be worth 55€. Thats GTA V or Prey level of quality for that price and even for those i pay a lower amount of cash.
And this is a 2D isometric management game with what seems like not really actual technology being used, charging 55€ lacking basic features. Like multiplayer, a thing that OTTD has, with mods on top.
Add to this the fact that Natsume (the publisher of the 3DS version) offer discounts at special occasions, therefore it's possible to buy this game for less than 30 $.
