On the store page, you can "Follow" the game (just under the screenshots) which should warn you when a new announcement is posted.

Yes, it's in the description of the game in the store page :
English is on the way, please wait.
Altough the game was already translated in English for the 3DS, I guess they have to do it again from scratch because the existing english localization belong to Natsume. Moreover, the PC version has several scenarios that are not in the 3DS version and therefore need to be translated too.
