Report a translation problem
Only thing that I can think of - development takes time in normal game, around two-three months usually for new train. It should show in project tab how much time left.
Usually yeah, there's no trains to begin with in construction, you have to develop one first (Street cars, buses, trucks and freight trains too), in projects tab, passanger train development, create new, choose train, it's trait, color and press enter a few times to confirm (There's instant development in editor if you want to). Dunno what else could go wrong, screenshot maybe (project tab)?
