How do I level up edicts?
As the title says, I can't find how to do it.
Could someone explain please?

It just sort of happens over time. There is nothing special you need or can do.

You enable or use it and wait for it to level up as the time pass by :D

Besides completing missions, is there any additional benefit on leveling up? Like additional perks or better effects?

Sometimes (but not always):

- Faction bonuses increase.
- Faction penalties decrease.
- Cost to administer decreases.
