No more immigrants spam

I cap my pop at 3K so I don't have to deal with a mass influx of homeless and unemployed. I've reached my cap at around 2700 but the game keeps telling me over and over and over that there are no more immigrants coming because of this cap.

Is there any way to shut this damn thing up? It's really annoying.

If you build an immigration office and set it to no immigration does it still pop up?

Well there is no way to deny entry to immigrants only reduce it by like 80%. Even then the game still insists on telling me that the island is full with spam

My guy this doesn't help me at all. Why must you advertise something no one asked for?

One thing I've noticed is that it's fairly essential to have the labor policy set to no retirement, otherwise retirees inevitably become 'broke' and thus homeless.
Also does anybody else have issues with game stutter and fps drop at 4x speed with high populations?

OK this is super annoying, it is constant, like every single second the thing pops up a warning. I don't care about immigrants, I'm not trying to grow right now. Is there any way to stop this SPAM?
