Hi,

I keep getting a message about a secret uprising and someone at the spy academy getting wires crossed and provoking an uprising. It eventually says the rebels have been defeated and then a little while later the whole cycle starts again. What's up with this? Is it a bug? How can I fix it?

I'm running Sandbox and I'm in the Cold War Era.
