Hi,

I got a task to reduce the pollution, so I built garbage dumps, the pollution reduced from 8% to 1% and now hovers between 1% and 3% but never reached 0. I look at the pollution overlay and see that the only areas with high pollution are the the garbage dumps themselves. I'm in the Cold War Era, is there any way to reduce it to 0?
