Yeah, I'm pretty sure that Tropico 6 + mod.io behaves quite strangely.
I was confused at first too, but the surest way is:
  1. open mod.io in your browser and link your steam account
  2. browse mod.io in your browser and subscribe to the mods you need
  3. launch Tropico 6 and open the mod menu from the main menu
  4. click on the "mod.io" button in the bottom left corner to start the mod.io browser system that opens in-game
  5. click 'COLLECTION' at the top of the screen
  6. click on the 'Check for updates' button
  7. wait until all subscribed mods have been downloaded (wait until the notification in the bottom left-hand corner of the screen disappears)
  8. return to the game by clicking "back" in the top left corner of the screen; the Tropico game system will detect the mod files and restart the game according to the notification
  9. when the game has restarted, open the mod menu and check that the mod has been registered

Note:
Very oddly, when calling the mod.io system from a game, the COLLECTION screen always shows "Your collection is empty" at the beginning.
However, if you click on "Check for updates", the already installed mods will be checked for updates at the same time as they are loaded correctly, and actually updated if necessary.
The mod files in your computer are not lost and you do not have to re-download all the dozens of mods.
I install every mod for Tropico 6 manually, cause I'm frightend that a good mod could be gone one day.
You can download the mod at Mod.io on the right side (down). Just look that you choose your system, for example Win or Linux (whatever).
And than you unzip the file and drop it here: C:\Users\*yourname*\Documents\My Games\Tropico6\Saved\Paks\Mods\4516\mods
Are there really such a small amount of mods on mod.io for T6?
I only look in game but only see a small handful (maybe 25) of them to add to my game. Must I go to mod.io in my browser to see and download more and something is restricting them from using mod system in game or modding came so late in game that most modders have moved on?

Thanks

mod io is just horrible and inconsistent

there were far more than 25, but their service doesn't track or display anything accurately and mods come and go from the list unpredictably

Okay, so I went to the mod.io site in my browser and see there are 175+ mods for T6 but only a fraction of them are showing up in the in game mod.io viewer, is there a reason for this? Do I have to subscribe on the site to get them into the game instead of using the in game mod.io browser?

The service itself is garbage, I've seen the same problem in other games.

I don't have a work around, both the in game version and the website are just random and inconsistent with sorting and listing features that rarely function correctly.

At least the website can maintain consistency.
Select "Recently added" in the menu on the left side of the screen. This is always consistent, and new mods are added to the top.
"Alphabetical" seems fine too, but of course newly registered mods are added in the middle of the list, according to their title.

Isn't it obvious that the other lists are not always constant?
When an existing mod is updated, it moves to the top of "Last updated".
Trending/Most popular, Most subscribers/Highest rated? Haha, they all fluctuate, don't they?

That's completely missing the point. I'm talking about mods appearing in the lists, at all. It's not consistent. The full list is never the full list, something you were subscribed to will come and go from day to day, sometimes appearing through the game menu, sometimes on the website, sometimes on neither and so on.

On top of that the menu design is sloppy.

I've already mentioned that the mod.io system inside Tropico 6 at least does have some odd behaviors.
In particular, it doesn't keep track of your subscribed items.

But I've never had that issue with the website.
I can correctly go back through all my mods and check them.
As long as I use the "Recently added" sorting criteria, I think everything is displayed consistently and nothing disappears.
The "My subscriptions" option works properly and I can actually subscribe to each mod page or by clicking a button in the list and then reloading the page or checking the list on a different day and nothing seems out of the ordinary.

That being said, you said my opinion is "That's completely missing the point".
I'm not sure what you're talking about, but I'm sure what I'm imagining from your opinion is really something else, and I'm not sure what you're talking about.

Could you explain in words what you actually see on the screen, what you expect to happen when you use what settings, and what it actually looks like?

I'm talking about this screen.
https://mod.io/g/tropico-6?_sort=-date_live
There are no problems with this. The top right corner of the screen shows that 177 MODs are registered.
The "My subscriptions" checkbox seems to work fine.

Piece of trash implementation. Working great in the Foundations game but so poorly implemented in Tropico 6, shame on the developer who tried to implement this..

Just went to the site and downloaded a mod for Tropico 6 but it was a Command and conquer game patcher that's listed in the mod.io Tropico 6 mods list. This is why they should have gone with full workshop in steam instead of maps only workshop and not an outside source. You can download .exe files that have nothing to do with Tropico 6 and might be a virus or malware.

What you're saying can be broadly divided into two parts.

One is that the system integrated into the game doesn't work properly. I agree with you on this point. I think the current in-game integration is not appropriate.

The other is that one of the mods published on the mod.io site and associated with Tropico 6 was actually unrelated.
That's simply the mod contributor's negligence or malice, not a problem with mod.io itself.

At the very least, I don't think that "there is a problem with external mod posting sites" or that "mod posting sites are unnecessary."
Of course, it's good to have Steam Workshop support, but it's not "all you need."
For example, what happens to people who use Epic? They can't get files from Steam Workshop.
So they can't use mods? No.
As a common platform, mod posting sites are definitely important.

The problem with Tropico 6 is simply that the system integrated into the game doesn't work properly and is causing confusion.
