The original developer for Tropico 6 contracted by Kalypso was Limbic Entertainment, a German company.
The current developer that took over from Limbic is Realmforge, a German company.
Tropico 7 is under development by Gaming Minds Studio, a German company.
This game has nothing to do with Bulgaria and neither does the next one.

As a series, the only Tropico games that were made in Bulgaria were Tropico 3, 4 and 5 when it was contracted out to Haemimont; but they didn't create the series. They were just a contractor for Kalypso and they haven't had anything to do with the series in over a decade since 2015.
Prior to Tropico 3 the series was owned by Gathering of Developers in the USA and originally developed by PopTop Software, also a US company for Tropico 1 and Frog City Software for Tropico 2, also a US company.
For example, Haemimont Games (Bulgarian developer) is a really great developer that has made (to my knowledge) brilliant games like "Surviving Mars" & "Stranded: Alien Dawn". I had the pleasure recently of working & writing with one of their developers, for a new mod (I was testing it only, with a few others).
He continues to deliver unofficial updates for one of their games to this day... at a very high level. Not only was it personally a pleasure, but it's also really impressive to still be updating a game so long after release and even responding to individual player requests.

Kalypso also own RealmForge which has been putting out DLC for Tropico 6 after taking over from Limbic post release.
While Tropico itself isn't a Buglarian game franchise, I'd consider the "good" Tropico games to be products of Bulgarian devs. Don't forget that Haemimont had FULL and EXCLUSIVE control of the franchise for over 5 years. For all intents and purposes, Bulgarians made Tropico what it is today.
3 and 4 were both built on top of the original engine, they didn't really do much with it other than expand and polish what was already there.
5 was the first one they "made their own" from scratch, and for all intents and purpose it's the one people disliked the most. So much so that they weren't kept on for 6.
6 was built from the ground up in yet another new engine from Limbic (and at release was in a bad state) until they left and Realmforge took over.

Did they really make it what it is today? Because they only carried on what was originally there for 3 and 4, and they tanked with 5.
They didn't make 6, and arguably the worst parts of 6 are the pieces that were carried over from 5 (like building budgets and lack of granular wage/rent controls)
