Again though, this rarely happens and only really happens with indie-indie games, not with AA or let alone AAA. "Stolen" keys are not a thing, as only the devs can generate keys and then they're the ones to give them out. If a key on HB is sold via a fraudulent transaction, like via CC, the key has a very good chance of being revoked by HB, as HB owns the keys after getting them from the devs. They can and most likely will revoke keys. This should happen within a few days to a few weeks at most, anything beyond that is safe. So these keys that have been $1-2 for years by now are definitely safe to buy.
Make up your own mind whether or not you want to pay $15 for all packs online, or get a single pack and a half here on Steam, for essentially the same price, at like 20% off for about $10-12.
I've bought the DLC for 4 and 5 for like $2 each, all DLC content. Again, make up your own mind if $15-20+ is worth it for a decade old game, or in case of this game like $50+ for a game from 2019.
A smart person will buy wherever the game's the cheapest. If it's a third party site, then you go there. If it's Steam during a sale (because no more cheap keys exist), you wait for a Steam sale. Call of Duty is the cheapest buying on Steam nowadays, while something like the Tropico franchise is by far the cheapest online.
The devs have sold/given out these keys that are being sold at one or multiple times, so they've already gotten paid for it. If someone decides to buy one of these keys, that's the smart decision to make.
If you think it's "bad" or you need/want to support the devs, go ahead and buy on Steam at full price/discount.

Tropico 6 - New Frontiers = $3.79
Tropico 6 - Going Viral = $2.39
And all the rest including the base game was $15 ($23 total).
Blame your countries currency (if you cannot afford pc/console games) not the developers - the funniest part of all this is that I am poor.
1. I have the Euro as currency and I am from Europe
2. Going Viral's never been lower than -20% on Steam directly, at $12 (Euro, same exact thing)
3. If you grabbed it online on HB or somewhere else you're just adding to my point of it being too expensive on Steam and people should look elsewhere to buy it
Take your passive-aggressive attitude somewhere else, with your smile emojis and demeanor.
The prices in USD, UKP and EUR are about equivalent and I think the developers are in Europe anyway?
