Tropico takes place on Caribbean islands, the Caribbean is in Central America, not Holland.

Stealing random monuments like the Pyramids or a Japanese castle to install on a tropical island isn't "normal" either, but I don't recall anyone complaining about that.

there's a story: we're going to steal the pyramid and others world monuments, so even if the building doesn't fit into the scenery, it's part of the game.

I think you're getting Central America confused with the Caribbean. Central America is in Central America and has nothing to do with the Caribbean; other than the Caribbean borders it to the east.
When it comes to Holland have you never heard of the Dutch Caribbean ?
I also think you're confusing a windmill with a watermill which you will find in the Caribbean.
When it comes to the Caribbean you're not going to find a lot of "wokeness" there just like you won't find a lot of American culture there other than maybe a bit of American music culture and some kind of tourist culture if that's even a thing and both of those would mostly be on Jamaica and Haiti and not so much on all the other islands that make up the Caribbean.
