First mission: no suitable land lights up for placement of guard tower

I'm in the first mission scenario and am at the point where I have to place 3 guard towers. When I click on the guard tower, all the land across my 3 islands goes red--no suitable land for building a guard tower. Is there a kink in the game or what am I missing? Many thanks in advance to anyone who can help!

The default active overlay for guard tower is military strength. So the red doesn't mean what you think it means. Red means there is no military strength there. Click the 'None' button to get rid of the overlay and place your tower where ever you wish.
