Another option might be to simply not provide adequate services, for example by only providing Taverns on the default work mode and budget for entertainment or Chapels on "Help First, Preach Later" for faith and healthcare.
Gotta do something that makes them all mad. Like there being zero health care. that can sometimes generate a protest all across the island. where you have 50 individual protests and just them bribe them all.
ya so i tried that, a lot, they just go rebel or guerrilla instead of protesting.
