It would contain the default actions the police would take with revealed people.

For spy, and rebels it would be these 3:

1. Leave them be. Increased foreign relations for spy. Rebels have greater chance to lose their rebel role.
2. Arrest them. Foreign relations not affected for spy. Rebels have base arrest chance to lose their role.
3. Shoot on sight. Decreased foreign relations for spy. Reduce liberty happiness. Rebels' family has greater chance to become rebels.

For crime lords:

1. Make them pay. Generates swiss money for each revealed crime lord. More crime lords appear, more criminals appear, decrease foreign relations.
2. Arrest them. No foreign relation impact.You get a few more convict.
3. Shoot them. Increase foreign relations, decrease chance of crime lords, decrease tourism rating.

I consider crime lords more like as foreign crime lords who running from the law. And not simply "elite criminals". Their primary purpose on Tropico is to spend their undeserved wealth from other countries on Tropico. Safe from the said countries' laws.
