My totally spoiled population seems to not really like offices. The workspaces are never completely filled, not even when I set the budget on max, where they would have 113 work quality and 30$ payment.

I have enough people with university degree and every edict and other settings that improves work quality. My people would rather work in the industry than in a comfy office, lol. It seems that work quality is not added together with payment to calculate if people want to work on that place. They just look at the payment and say nah. 30$ is not enough for them, like it seems and I have no way to increase it.
