also incress the chance to become slackers instead of criminal/rebel if your average wealth is high and the citizen have high happiness/respect for the gov/you.
like yikes unemployed but it feels wrong to become a criminal/rebel I should just social security my way until a job opens up (not sure if workers have experience like in 4) if they do high level slackers are more resistant to become workers again on there own and takes longer time in treatment.
also new building [social office] workers(other name) works modes.
[re motivate/integration](sends out workers that slowly cure slackers/criminals back to regular citizens but only if there are jobs open)
[Motivational work](increase approval of citizen focus on low approval first higher chance to find secret roles)aka some kind of propaganda.
[Social aid] lets poor/broke citizen rent well off / poor housing level housing for less rent letting them to live decently, lowers housing quality slightly for them... except country houses).
