From what I'm seeing in gameplay paved roads are literally everywhere, even in remote rural areas. It would be cool if quality of roads switched around from the big cities to the countryside, like in Tropico 5 and 4, paved, well-kept roads in urban areas, and dirt roads in villages, farmland, etc, remote mines, etc.
