Warehouses need the ability to store goods AND allow refining at the same time.
Currently you can only step it to stockpile, allow refining or ship to dock. So If you want to make a warehouse to for example hold gold for jewelers to process you need to manually wait for the warehouse to fill with gold then manually switch it to allow refining, then switch it back when it runs out. Instead of just receiving all the gold from the mines all the time and sending it out as its needed. As it works now you still just have gold turned off from auto-trade and the teamsters still just store excess gold in the docks.

Indeed. Warehouses as they currently exist have no practical function.
I assume the devs added them because of demand without understanding what they'd actually be for.
