How about motorbikes for well-off people? They are popular in poor countries like indonesia and cuba.

They could be deployed from people living in better houses when exiting apartments for example.

+1, but an suggestion, what if there was a "give everyone a bicycle" edict, whereas you would pay to get everyone in tropico a bicycle, and the transport speed is increased?
