Browse to the file "c:\Users\<yourusername>\Documents\My Games\Tropico6\Saved\Config\WindowsNoEditor\GameUserSettings.ini"
In there, search under the section "[/game/blueprints/bp_t6camerapawn.bp_t6camerapawn_c]" for the entry "CameraZoomBounds" it should be like this:
CameraZoomBounds=(X=2500.000000,Y=56000.000000)
Change the second number to a higher value. Its the distance to the landscape in units until the archipeligo view is triggered.
(However, be aware that the archipeligo view has certain performance optimizations in place to better handle the amount of "things" you see, which are not active if you are in "normal zoom". So if you set this number too high, your framerate might suffer.)
