Disable faction.
So the idea is quite simple.

If a faction has less than 5% of the total populations' support, then make it disabled. Meaning that the told faction will not be able to give missions, or ultimatums. It would actually make propaganda useful to get rid of factions i don't like. How the hell can that 20 environmentalist block all my 50+ industry+raw resource building? Or 20 communist organize a strike across the ~1000 workers?

Or that 50 conversationalist call election on a 1800+ population island... The most extreme case when the literary ZERO religious people gave me ultimatum. I was like. What? Oh sure go ahead like i care, but just imagined the 0 communist creating strike, or the 0 environmentalist starting protests everywhere.

I wish, end game Tropico is so repetitive, I have to spam buildings just to play the thing then I just want to stop playing

Tropico 6s end game* It really shows sometimes how most people have only played 6 because they were tricked by good marketing...
