Make Pandemic DLC
* Add a disease with random infection and lethality rates
* Can enact Lockdown law which will stop all entartainment buildings and businesses which will make people upset and you to lost money
* Can enact various laws which will stop the spread of the disease
* Freighters will not arrive so you'll have to live without exports and tourists for some time
* Disease can kill entire island population
* Can research for a vaccine or buy it from a superpower

It would be a hard gameplay. But to make it easier it could be a need for new fractions like those who go well with government virus actions and those who disagree. These fractions could give extra modifers for people overall happiness, making standard needs and fractions less important. With standard tropico system, where people still want do to things that they normally do, It would be a disaster (I'm not telling that possible disasters should be eliminated, its' Tropico but possibility to calm down possible outcome is a Tropico thing too). There is a lot more that could be done when thinking about mentioned possible DLC.
