I agree with busses having only 2 stops per garage being an absolute idiotic way of handing it, but I wouldn't say they are useless as they are now. I usually use 6-8 bus garages in the early stages, making sure each stop connects with each, as others have pointed out on a post I made about the silliness of the bus system: Your tropicans are smart enough to go from bus to bus to reach their destination, so if you make sure your network of single stop bus lines is connected to opne another you will notice a boost in your production flow. Now if you combine that with the tikcket for ride work mode and the no free lunch edict you get enough extra cash to make up for whatever the free wheels edict son you an then give em acess to garages (I usually keep the garages on minimal budget at that point to entice more pople to use the bus.
Once I got enough electricity and extra cash I then add a metro system to the island, connecting the main hubs with eachother (usually 3-4 stops per island depending on size) and then use my left over buses to readjust their lines to use the metro stations as hubs.
So far this way I've managed to keep a lid on production and people transport, you just gotta make sure not to expand any of those things too quickly, I recomend really spending money on it only once you got boats leaving with 90-100k per visit
