wind turbine - poor performance most of the time
maybe you didn't notice but most useable space on most maps is at sea level. wind turbines perform really poorly even with max budget and 69 rpm workmode.

why is there no bonus for placing the turbines close to the shore?
or even better: offshore wind turbines?

I'd like to have some off shore wind turbine. Or allow it to be put on cliffs which is not usable anyway
