Where are the hidden stat multipliers?

Adell has a 120% SPD attribute. He has a level-10 Rarity 0-Accelerator (Boots) and a level 10 Rarity 101-7 Year Kill (Fist).

When I add a 1000 Coach (SPD) innocent to the 7 Year Kill, the 7 Year Kill gets +1000 SPD, but Adell gets +3720 SPD. I was expecting +1200 SPD. I'm not complaining.

When I add that same 1000 Coach to the Accelerator instead, the Accelerator gets +1000 SPD, but Adell gets +5149 SPD.

This is even more. I am guessing that the difference is because Rarity 0 gives higher bonuses than rarity 101.

Where do I see how much extra stat multiplier gear gives to items or can it be calculated based upon the rarity?

Weapons give more stats based on your weapon mastery
Armor gives more stats based on your level
Rarity only impacts the stats if you have two or more items with the same rarity number
