You need to use smelling salts to clear them up from being drunk. Usually can find them in bonus rewards or mystery rooms in item world.

The most common way to get medicines (aka smelling salts, as mentioned) is to buy them from the zombie vendor, randomly found in mystery gates of the item world.

However, if you don't want to bother looking for them that way for whatever reason, you can try getting them as bribes if you made Adell a senator (you don't have to pass the bill, just check if they have the item(s) you want and go back). Each consecutive time you try to pass someone's bill with Adell as a senator lowers the rank of the items they have to offer as bribes. However, since medicines are only rank 3, they can always show up in the list once the rank average gets low enough (you get ranks 1~4 at worst, IIRC).
