Does the thief's TIER (not level) affect stealing chance?
Would a tier 2 thief (rogue) be better on the whole than a tier 1 thief for stealing? I'm not sure whether I should work my way up the tiers or just stick with my first thief when I'm ready to steal. I saw the factors that affect stealing but it's not clear whether the tier really matters.

Nope, tier does not in any way affect the steal chance, all it does for thief is give slightly better stat growths and aptitudes.

No, only the level difference between the thief and your target, the number of thief lovers on the thief, the hit of the hand, and the rarity and rank of the item you want to steal.

I always look at the level disparity when attempting to steal. Means I have to level up my thief greatly.

yes, tiers can help, you can see gamefaq tutorials for better resolve, the ps2 stealing tuts suits perfecly for PC version

it's the item rank that effects stealing chance, not the thief rank

I'm pretty sure Class Tiers never affect anything in any of the Disgaea games directly, they only indirectly affect things by raising your base stats and aptitudes. Otherwise their main purpose is sometimes unlocking more skills or in later games, evilties.
