Worst Ending (Crime Ending 2) bugged?

I'm trying to get my last two achievements and I can't get this ending to trigger. I've met the requirements:
99 Felonies on Adell (Sitting on 128 right now)
99+ ally kills (158 total)
Must kill Roz, done that multiple times.

What gives?

Did Adell kill Rozy? Thats specifically the requirement

Yep. I thought I might have missed that the first time around and have been using Adell to kill her every stage for the last 60 allied kills.

Finally got it. I did the 99 ally kills again using only Adell. I read that any character could rack up that count, but now I'm not so sure. Anyway, 100% achieves on Disgaea 1 & 2, moving on to 4.
