About Loc CoO4
so i just unlocked LoC for the first time (never unlocked it on any past versions), i wanted to pass the bill to make the mobs higher lvl but i can't in LoC (is this normal?), so i go back to the normal world, pass the bill there then head back into LoC, now the lvl did increase but only by about 1000 lvls... so am i missing something here? i thought it could be maxed to lvl 9999

That's normal, both being unable to pass SEBs in LoC and the enemies in CoO4 not getting that high. It still is the best grinding spot in the game as far as I know (especially if you can use magichange 2 on Zetta).

For an enemy to get to level 9999 in LoC, their non-LoC counterpart must be level 376 or higher before any modifiers. The effect of "stronger enemies" is relatively small in LoC since enemy levels are already multiplied by 21, and the level multiplier from the bill (*4 at highest) is only added to that rather than using it as the base amount.

Never knew you can't pass the bill in LoC, but as you've already seen the effect is shared between both worlds. And I'll second that LoC CoO4 is still the best grinding spot.
