She has RES 130 , SPD and DEF 110 . So anything that needs RES or Speed is ok. Staff with some RES spells for example. Her Weappon Skills are so bad, that I wouldn´t bother with axes etc.
Overall I would say it is just a matter of time when you get sick of her. But I´m not a pro. So maybe someone has good suggestions what to do with her.
That aside, the main way to increase heal power is to equip orbs. Some body armor increases RES too.
Early in the game you can easily keep a healer leveled just from bonus gauge exp, just make sure to combo attacks and that the targeted enemy dies from the combo and that will build bonus gauge pretty quickly. Their level will be a bit below the rest, but a full support character isn't really dependent on stats other than for survivability.
There are some stages with reverse damage geo panels if you want to make kills off of pure heal power, they're a stage in chapter 11 and dark world stage 1-4. However, you can also easily make them a conventional magic caster; they naturally gain staff mastery and all staves increase INT. Magic is stupidly OP in this game if you just give the character enough elemental specialists to get the elemental stat they're using up to 99, enemy resist generally never goes over 50, so even if they "resist" the element you're attacking with you get a positive damage modifier.
Miabel is probably the most confusing character, but I think the best way to use her is just as a support/spellcaster. The main reason to have her is the ability to passively increase everyone's stats by a small amount. If you don't have weapon scrolls, giving her a staff is a no-brainer since it's the only weapon she has decent mastery with.
By the way, character specials that are powered by "ATK" means they're powered by weapon attack, i.e. if you gave her a gun the HIT stat would determine damage, with a bow it's ATK+HIT/2 etc. If you wanted to make her a fighter with weapon scrolls you could give her an axe or something since she has nice targetable AoE to hit more than a single enemy, but there's honestly no reason, I think it's fine to just ignore her specials and use her as a caster.
I've never really used Miabell, but the way I'd do it is like any other spellcaster and ignore her innate skills, as the others sugested. If you reaaaly want to, you can equip an appropriate weapon scroll to fix her affinities (I usually go for bow or fist scrolls since those give 2 good aptitudes instead of just 1), though it may take a while for you to find/buy one, depending on your luck and/or how much money you have atm. Regardless on how you're using Miabell, she still looks good for her passive alone, if that helps.
I start with a Star Mage to get all of their spells up to at least Level 2 (even the debuff spells for extra Staff mastery on the cheap), then reincarnate them into a Skull, doing the same with their respective elemental spells and debuff spells. After that, reincarnate into a Healer that has the previous Skull's element at 50% and work on keeping all of your spells up to date.
Personally, I would reincarnate further into a Magic Knight with the same element, keeping elemental spells, Star spells, Heal spells, Healer buff spells, and Mage and Skull debuff spells all up to speed as well.
