I assume they mean a game randomizer, similar to ones found for Zelda games or other older titles.
They basically mix up the game using using logical algorithms, like remixing levels into a different order, changing enemies around, replacing them with different stats or behaviour, etc. etc.
As for one for Disgaea... I am not sure how you can really do it with Disgaea outside of swapping sprites. The game is already randomized in levels, randomizing the full campaign levels is just going to be a headache of out of order grind walling unless you somehow adjust the stats to match the order (could be possible).
Oh there's plenty that could be done. Stats, abilities, evalities (though I don't think they are called that in this game, they still exist as a passive), enemy swaps, equipment stats, etc etc. Plenty of RPGs have randos, no reason Disgaea can't either.
True, that's what I really meant to say when swapping Sprites. Swapping unit stats and abilities is the best option for a randomizer.
