Item Dark world assembly, Endings and specialist Question
1) I Only started getting my legendary R39s and I searched about the item dark assembly. I get that it only gives bonus boosts to levels gained prior to passing the bill but I still don't get some things.

1a) Are item assembly bills retroactive. If I leveled and exited an item at level 20 with no bills passed, re entered at 21 and beat item king at 30 then passed More attack do I get the more attack boost to all 30 previous levels or only 10 previous levels?
1b) Are item assembly bills applicable to future levels if you exited at any point after getting them passed ? If I passed more attack at level 30 then exited at 60 then went back do I still get the boosts from the bill until 100? I remember doing double killing item generals, kings, and gods as a kid so I want to make sure I do this on my R40s.
1c) Do Item bills stack? Like say I passed more attack 3 times do the effects stack?
1d) Do you get 0 boosts from item bills that boost stats that are 0 at the start? Say I pass a more hit boost in an infernal armor which has 0 HIT... I just get 0 boosts right if I pass a more hit bill for it right?

2) Endings question it's alright if I just see the ending and reload for some endings? I already got the good ending and crime ending 1 and just got tink to 1000 in preparation for the tink ending. It doesn't affect any future playthroughs if I didn't save after seeing those endings? I know that I need to save and continue a new playthrough after seeing crime ending 2 since rozalin zenon is an ex boss need for the achievement.

3) Random question but do the lovers specialist only apply to the character of its origin? Does a subdued adell lover specialist give a boost to an exaclibur wielded by Laharl?

4) I remember going after specialists on my R40s as a kid stacking tens of thousands of gladiators on my Addell's ultimus. is that worth it or should I just go to 8000-9000 and reincarnate instead? I just unlocked LoC after i finally got all the maps.

Also, if you're concerned about the BGMs, be sure not to skip the cutscenes; I believe there's a bug that messes with the unlocking flags for the item world shop (I'm fairly sure I had to do the good ending twice because it didn't appear on the list). Skipping cutscenes might also screw some other stuff like Adell&Rozalin's team attack chances with each other (they are supposed to increase as you progress through the story, with a 99% chance by the last story stage available), but I digress.

3) Nope, they only work for the respective named character (for unique characters) or class (for generics). For example, Rozalin Lovers only boosts Rozalin and Archer Lovers only boosts archers (any of the 6 tiers).

4) While I would usually say it's up to your preference, I personally don't care much for stat boosting specialists, as I feel it's much faster to either level up an item or a character than to farm those specialists. While I've never bothered to see how much time it takes to get a 19998 specialist, on optimal conditions it takes slightly less than 2 hours to perfect an item or to store 186k levels on a character (or even almost 2 characters, if you're using one of them as a magichanged weapon). Since you've just unlocked LoC, I'd focus on... neither, but instead obtaining and leveling rank 39-40 items, and/or getting some important specialists like Armsmasters, Mentors, Professionals, "element resistance" for your spellcasters, farming Lovers and Felonies, etc.

check this guide it has everything you need to know + examples of weapon with stats when they are maxed out so you can check it if you managed to do the perfect item https://www.gamesradar.com/cheats/12530/

The "Perfect Item Guide" by Prometheusx303 should answer item 1 entirely, but if you missed something along the way or want a tl;dr:
1a) Stat boosting bills are not retroactive, therefore you need to pass those bills ASAP (floors 10, 20 and 30) for the maximum payoff.
1b) Yes. It wouldn't be possible to double kill bosses otherwise.
1c) Yes, though not in a linear way (for details, check the formula at "F-01" in the guide).
