Hmm, off the top of my head, everything should be set for you to encounter them. Just to be sure, though, you ARE checking the Prinny pirates everytime they spawn, right? Prinny Baal Pirate has the same animation and text as the regular Prinny pirates. Other than that, sounds like a case of just bad luck =(

Oh, and just to confirm, you do know that you're supposed to find the Prinny Baal Pirate instead of Pringer X directly, right? The title is a bit misleading...

Yeah, I'm looking for Prinny pirates, sorry forgot to specify. I did just see Baal pirates which I've not encountered before so I beat them and Mr Gency'd out to save just in case I needed to beat them first.

I've yet to see one Prinny pirate spawn but plenty of some of the others. :(

EDIT: Soooo... Prinny pirates spawned... and it's just an "Uber Prinny Pirates Leader" what the hell?

EDIT 2: I don't know what was up with the first one. I got another Prinny pirate spawn and it was the right one this time. Got the bill in the senate now. Took almost 5 hours ugh

According to this guide[gamefaqs.gamespot.com], Prinny pirates show up more often in guns, but I don't know how that interacts with the spawn rate of PBP, so it might actually be worse, but it's something to keep in mind if you have an Etoile, I guess?
