In dark assembly , I remember being able to wake up sleeping senators. Found smelling salts in the item world through a vendor, went to DA and tried using them. While hovering over the item says "wakes sleeping senator" or something similiar, trying to use it gets you the prompt of Cant gift sleeping senator.

Is there something I'm missing or is this a glitch?
