I'm on my 2nd game rotation, still chapter 1, trying to pass item bills.
The issue is I keep getting Nays from members listed as "Total Support"
Not entirely sure what the issue is here, they aren't drunk and I'm not waking any sleepies.

1st time bill showed 53% ; Bribed all members I could who were a No or just "In favor of" , the only no's I should have possibly gotten are from the white lion things with wings.

2nd time Bill showed 65% approval; I only bribed the one who were "Either way" or lower

3rd time Bill still at 65% approval; I bribed everyone at least once that would accept it, only 3 members were against it by the time I hit vote and most were total support.

Just not sure if this is a bug or something that just happens. Even when a bill looks to pass I keep pushing until I run out of items or all are at Love since it makes approval go up for other bills by some small %
