I'm not sure if you can get a game over through these bills, I don't think I ever accidentally tried to force one, but better safe than sorry
I don't think Disgaea 2 will ever get the HD treatment like Disgaea 1 did. If it did, I'd imagine they'd add the feature to it.
You need to get rid of senators who loathe you by trying to pass the "raise war funds" bill. You have 24 inventory slots so your bribes are limited till the next session. I suggest bribing the wood golem party first since they have the loudest vote in DA. Make sure each item you give them is either they have interest in or a must have! Never bribe the Balciel, Sleeping Ghosts, and White Dragons. Its a waste.
Once you have enough influence, be a senator yourself and pass a bill to make the wood golem parties voice louder. From there you profit.
Also when you try to pass a bill, SAVE FIRST! DO NOT GAMBLE IN THE DARK ASSEMBLY!
