Does Teacher level actually matter?
Everything I've looked up says that the level of the teacher determines the chance it'll appear in the innocent town and boost another specialist, but I've never had it not show up, even when it was only around level 30.

It's been a long time since I messed with teachers, so I can't really confirm or deny anything. I think I had it not spawn a couple of times before I maxed it, but I might be just misremembering. But if it's working for you that reliably, then you might as well leave it as it is (I personally would max it out just because, but that's just my OCD talking).

Despite Teachers always appearing for me, I have confirmed that Mediator's don't.
