Play it solo, with a friend, or if you hate the mode and just want the stuff, download the Community Editor and just unlock everything with one mouse click.

What do you mean "legal"? This is primarily a single player game and you do what you want.

Essentially a cheat engine. No true multiplayer means you do whatever you want.
