That's how DMCA works. As an online service provider, they are required to take down alleged infringing material immediately on receiving the DMCA notice. It's not their job (nor are they allowed) to be a judge here.
Likewise, when the owner of the removed content files a counternotification, Steam has to reinstate the content. After that the ball is in the court of the original filer again and it goes to court (or not).
