Building Mines

I have been playing for quite a while and I have never been able to build a mine. What do I have to do to be able to build mines? I have watched many play throughs of this game and everyone seems to be able to build mines. Why can't i? What's needed? Thanks for any help.

if it's in your territory, click on the resource and select build. If it's not in your territory, build a pioneer unit and send it out to build a tower near the resource to bring it under your control.
