someone else's territory?
I couldnt build an outpost. Said 'someone's else's territory' even after I cleared all enemies. Couldnt see whose territory it was. But I was able to build a settlement ...so I am wondering what the rule is about 'someone else's territory.

One can't build too near settlements of other factions. Particularly later in the game with more developed settlement areas, the cities have an extended zone of control.
One also can't build too near creeps or within the zone of control of outposts.
