Add a 'Patient Queue Bumping' policy on the Hospital Policy screen as a slider. The policy would bump/prevent a patient from being moved higher than the specified position (ex: 3) when they are eating, drinking, or pooping.

Example: Currently, cafes are extremely frustrating to use because the patient eating at them can be next in line for treatment; but since they are eating they are holding up the whole queue causing numerous problems. Setting the slider to a value of '3' would prevent the patient from moving to position 0, 1, or 2 in the queue while they're eating.
