Same thing just happened to me as well. Made sure it was one of the first things I got and it doesn't seem to do anything at all. Only getting 1 point per level.

Ability "Fast Learning" http://prntscr.com/pjz3jo give you +3 Skill Points per level.
8 intellect = 21 skill points per level, now 8 intellect + "Fast Learning" = 24 Skill points per level http://prntscr.com/pjz4gk
What you talking about are called "Ability points" http://prntscr.com/pjz6ed
